Introduction
If you are in charge of people in public spaces, you need to understand the principles and applications of Safer Crowds (modelling and monitoring crowds and events) - how, why, when and where crowds form and move.
This courses teaches event professionals the principles and applications of Safer Crowds and draws on over the twenty years of extensive research and project experience from around the world over a decade teaching at the UK Cabinet Office Emergency Planning College.
Aims of the Course
To develop greater awareness of how individuals and crowds react and behave in the space available at places of public assembly, and to explore the application of modelling techniques and tools to enhance public safety.
Who Should Apply
Those who design for, plan or manage the movement of people in sport, entertainment, shopping, transport or similar environments. It will benefit site or venue operational managers, stewarding and security organizations, police officers with crowd management responsibilities, architects working in the complex and built environment and local authority officers with licensing, planning, building control or leisure management responsibilities.
Learning Objectives
By the end of this course you will be able to:
- Understand the movement of crowds in the complex and built environment for normal and emergency behaviour
- Defining events using a generic event model for normal and emergency situations.
- Recognise the potential benefits of using appropriate crowd modelling in designing, planning, and managing spaces where crowd form and move.
- Model an event in crowd phases (Ingress, Circulation and Egress) and crowd influences (Design, Information and Management)
- Create models summarising crowd flow to help with planning and crowd management activities for access, ingress, circulation and egress.
- Apply guidance on the management of crowd flow and movement for a wide range of places of public assembly.
- Apply dynamic risk assessment techniques to crowds in the complex and built environment.
- Integrate models of behaviour and crowd dynamics to support a comprehensive approach to crowd safety planning and management.
- Apply all of the above to individual case studies and event plans
- Learn how to present the key elements of Safer Crowds to an audience

Option 1 : Lecture/Presentation
A half day lecture/presentation session for small to large groups (20 - 200); an introduction to the topics covered on the workshop, raising awareness of problems associated with crowd modelling, monitoring and management. Lecture material covers specific examples of crowd related disasters that could easily be avoided.

Option 2 : Two Day Safer Crowds Workshop
The Safer Crowds Course is a two day workshop for those who design for, plan or manage the movement of people in sport, entertainment, shopping, transport or similar environments. Typical delegates include site or venue operational managers, stewarding and security organisations, police officers, architects and local authority officers with licencing, planning or leisure management responsibilities. During the course delegates are taken through their own site/case related issues and by the end of the two day workshop they will understand how individuals and crowds react to and behave in available space in places of public assembly. They will also have explored the safety implications for designing and managing such spaces using the appropriate modelling tools and will be able to apply risk management techniques to the development of a safer crowd management plan.

Option 3 : Three Day Safer Crowds Workshop
The two day workshop extended for a third day, visiting a site of the clients choosing, to apply knowledge gained in the previous two days via scenario’s presented by the course directors requiring survey, analysis and on site reports by delegates. This curse has a similar agenda to the two day event plus a site survey day

Applied Safer Crowds Workshops delegates will be expected to work individually to demonstrate complete and applied knowledge of the principles of Crowd modelling, monitoring and management. Delegates will only be accepted for an applied workshop if they have completed either the option 2 or 3 Safer Crowds workshop or eLearning course.
